Just in time for the resumed negotiations of the UN Plastics Treaty in Geneva this August (INC-5.2), we’re pleased to announce the official launch of NegotiateAI 3.0. The tool is now available on a dedicated domain: www.negotiate-ai.com

 

Originally developed by the GIZ Data Lab in cooperation with &effect data solutions GmbH and the BMUKN Support Project on Marine Litter Prevention, NegotiateAI 2.0 was built to support delegates, observers, and researchers navigating the complex landscape of the international negotiations for a legally binding plastics treaty. This new release marks an important step forward – both in terms of usability and functionality. Alongside a complete visual redesign and improved performance, version 3.0 introduces several key features that respond directly to user feedback and emerging needs from the negotiation process.

At the heart of the platform remains the Submission Analyser, which simplifies the search and analysis of documents submitted by Delegations and Groups of States, enabling delegates and other stakeholders to quickly identify crucial information. With an intuitive interface, the tool supports treaty-specific queries and provides direct links to relevant submissions for in-depth research. Users can enter general or highly specific questions via a free-text field, and use filters to narrow their search by topic or country.

As a new feature, we introduce the Advanced Analyser, which allows users to explore and compare official submissions across key thematic areas, such as waste management, product design, or financing mechanisms. Submissions from INC-5.1 and 5.2 have been and will be categorised into structured “Key Elements” to enable fine-grained analysis of specific negotiation issues. These are complemented by AI-generated summaries that help users quickly grasp positions, arguments, similarities and/or divergences.

With the enhanced Submissions Browser, we provide interactive access to the in-sessions submissions of the Intergovernmental Negotiating Committee on Plastic Pollution (INC). Documents can be filtered by Delegations/Groups of States, session or topics and searched by title.

Another upgrade is the Draft Treaty Explorer, which provides a way to trace how specific articles have evolved across the various treaty drafts – offering insights into where consensus is emerging, and where contention remains. For those who want to dive into the data itself, an interactive dashboard and treaty taxonomy browser are also included.

 

Data Source: The dataset includes official documents of the INC, including contributions of INC members (written statements and in-session documents) to all sessions held so far. Observer documents are excluded. The dataset is constantly updated, with official documents from ongoing negotiation rounds being added after manual review by our team (we are currently updating daily at fixed time slots during INC 5.2).

Technologically, NegotiateAI relies on a Retrieval Augmented Generation (RAG) architecture, which combines search-based retrieval of relevant document passages with generative AI (GPT-4) to formulate natural language responses. While this approach enables context-aware and directly cited answers, the tool highlights disclaimers to transparently indicate known limitations and encourage users to refer back to original documents when needed.

The platform is fully public and free to use – designed to support those attending the negotiations in Geneva, as well as anyone following the process remotely. We have already deactivated the previous App version 2.0 on HuggingFace. However, following the current negotiations, we will remain true to our promise of transparency by disclosing the source code in full and also storing the previous versions in an open repository.

Looking ahead, we see NegotiateAI not just as a tool for the current treaty process, but as part of a broader effort to develop practical, open digital resources that can improve participation, transparency, and decision-making in global governance. In the coming weeks, we’ll publish further insights into the development process, share usage statistics, and invite feedback for future improvements.
